Flood Prevention Management

The following requirements apply to all properties located within a Special Flood Hazard Areas (SFHA), i.e. subject to High Flood Risk.  To ensure that structures will be protected from flood damage, the Building Department regulates all development within the SFHA.

DEVELOPMENT  OF ANY KIND, WITHOUT THE BENEFIT OF A PERMIT IS ILLEGAL.

IF YOU WITNESS ANY SUCH ACTIVITY, IMMEDIATELY CONTACT THE CITY OF D’IBERVILLE BUILDING DEPARTMENT AT (228) 392-7966 ext 1003.

The following is mandatory:

  • Compliance with the City of D’Iberville adopted Flood Damage Prevention Ordinance (FDPO), latest revision.
  • Compliance with the effective Flood Insurance Rate Map(s) in effect. Effective Dates of Flood Insurance Rate Maps
  • Providing Certificates of Elevation, prepared by a duly licensed MS land surveyor are required throughout the development process and consist of at a minimum;
    • Proposed Construction Drawings, submitted at the time of the building permit application. A permit will not be issued without first receiving this most important document,
    • Building Under Construction, submitted immediately after (within 21 days) the lowest floor is established;.
    • Finished Construction, once ALL construction is complete, all equipment is in place and before the final inspection and issue of the structure’s Certificate of Occupancy.
    • A Listing of Registered Engineers and Surveyors the City of D’Iberville makes no warranty as to the accuracy of this publication or the work performed by those contained therein.
    •  SPECIAL NOTE:
      • A Finished Construction Elevation Certificate is required for existing structures that are not substantially damaged by flood (under 50% of the fair market value) to ensure compliance with our FDPO.
        • Substantial improvements to structures located within a designated Flood Hazard Area can never exceed 50% of the fair market value, from the date the structure was originally insured or first damaged. This number is cumulative and is for the life of the structure. Please contact the Building Department for further information to help determine your specific property’s status.
      • A Finished Construction Elevation Certificate is required for structures substantially damaged by flood (equal or exceeding 50% of the fair market value, at the time of the event) and must be elevated 2ft above the Base Flood Elevation (BFE), as stated within FDPO.
  •  PLEASE RETURN:
    • All Non-Conversion Agreements, IF required, recorded with the Chancery Clerk’s office of Harrison County.
    • All Flood proofing Certificates, IF required for Commercial developments.
      • A flood proofing guideline packet is provided with the Flood proofing Certificate with details.
    • Any No-Rise Certificates, IF required for development within or alongside a designated Floodway.
      • A no-rise guideline packet is provided with the No-Rise Certificate with details.
    • Any V-zone Certificates, IF required, for development within the Velocity Zone or within the Coastal AE Zone.
      • A velocity guideline packet is provided with the V-zone Certificate with details.

ENCLOSURES:

  • Any enclosed area below the Design Flood Elevation (DFE) and/or within AE, Coastal AE and VE zones, SHALL be used solely for parking of vehicles, limited storage, or access to the building and WILL NEVER be used for human habitation.  All interior walls, ceilings and floors below the DFE shall be constructed of flood resistant materials.  Mechanical, electrical, and plumbing devices SHALL NOT be installed below the DFE.
  •  The walls of any enclosed area below the DFE, within the AE zone and Coastal AE zone, shall be equipped and remain equipped with at least 2 flood openings (vents) which permit the automatic entry and exit of floodwater.  Total openings of at least 1 square inch for every square foot of structure footprint are mandatory.  The flood openings (vents) SHALL be on at least 2 opposing walls and the bottoms of the openings shall be no more that 1ft above finished floor elevation.
  •  Within the VE and the Coastal AE zones, utilities SHALL NOT be attached to or pass through break-away walls. Any enclosed area below the BFE shall be equipped with and remain equipped with non-supporting break-away walls, open lattice, or insect screening.  Also, any break-away enclosure is to be designed to fail under base flood conditions without jeopardizing the elevated structure.

WETLANDS:

  •  If your property is within a designated wetland and you plan to development within the wetland area, please contact the U.S. Army Corps of Engineers, Mobile Officer or the Mississippi Department of Marine Resources (MDMR) (228) 374-5005 to determine delineation and to obtain any required permits prior to submitting your building permit application.
  • A permit is required for ALL development within the SFHA.  Careful planning and compliance is mandatory.
  • Filing, grading, and similar development require local, State and Federal permits and are prohibited in certain areas.

FLOOD INSURANCE:

  • STANDARD property insurance or HOMEOWNER’S insurance policies DO NOT cover flood damage or losses.  Remember that policies have a 30-day waiting period BEFORE coverage goes into effect. Therefore, we greatly encourage you to purchase Flood insurance. The 26% chance of experiencing a flood during the life of a 30-yr mortgage tells you that flood insurance is IMPORTANT!

LAMEY BRIDGE RIVER LEVEL INFORMATION: RIVER GAUGE TCHOUTACABOUFFA, D’IBERVILLE

Understanding Flood Stage impacts as they relate to the areas surrounding the Tchoutacabouffa River and Cypress Creek.

  • 20′ there will be widespread flooding from Mississippi highway 15 east to the Jackson county line and south to I-10
  • 18′  major flooding will occur in several homes along the river from about two miles north of the bridge to I-10
  • 17′  at 17 feet flooding will close most roads including cypress creek road bridge across the river at the Harrison-Jackson county line. Homes below cypress creek west of Mississippi highway 67 will remain flooded and the Lamey bridge road east of the river will remain closed.
  • 16′  at 16′ homes below cypress creek west of Mississippi highway 67 will flood. Lamey bridge road east of the river will be closed due to high water. Recreational camps will be inaccessible.
  • 10′  recreational camps will be inaccessible. Property along Lamey bridge road will be inundated. The water level will be at the undercarriage of the bridge and a strong current will flow across the bridge approaches.
  • 8′  roads along the river will be impassable. A few homes will be isolated.
  • 7′  the banks will overflow a short distance upstream and downstream of Lamey bridge.
